Washington County VINE Coverage
Maryland VINE, delivered through VINELink, is a free and confidential status-notification service. Official state material describes custody, court-case, protective-order, probation, and parole events. Custody notices may include release, escape, or transfer. The exact event set depends on the contributing agency, so a notice should be read with its named reporting source.
Washington County participation is visible on the WCSO live roster. Each current card includes a “Notify Me of Status Change” link into the VINE workflow. Maryland’s Division of Correction also supplies events, which makes VINE relevant to the three Hagerstown state prisons. No authoritative current facility-by-facility coverage list promises that every hold or movement will create every alert.
Federal custody is outside this search. A person held for a federal matter may require the BOP locator, the federal docket, USMS records, or ICE’s current detainee locator. Physical placement in WCDC does not turn a federal case into a county sentence.
Search Washington County VINE Records
Begin at the direct Maryland VINELink interface. Search one person at a time and compare more than the name. Similar names, transfers, and records from different reporting agencies can otherwise lead to the wrong conclusion.

- Enter the person’s name or identification number.
- Compare the matched identity, reporting agency, and custody location.
- Open the record and read the current status plus any release or custody-change event.
- Save the date and time of the observation.
- Confirm the event with the custodian or court tied to that custody.
If several records appear, do not choose by name alone. Use the identification number and reporting location where available. A Washington County jail event, a DPSCS prison event, and a court event may refer to distinct parts of the same person’s history.

Washington County VINE Release Fields
VINE fields vary by the agency and event. The system can return custody location or status and release or other custody-change information. It does not create a single universal Washington County release record, nor does it promise a projected date for every person.

A “released” status means release from the reporting source. It does not exclude a later booking, another detainer, transfer, or community supervision. A no-result is weaker still. Spelling, feed timing, agency coverage, or a nonpublic record may explain it.
Register Washington County VINE Alerts
Registration begins only after the correct offender or case is open. Maryland supports phone, email, text, TTY, and in-app notice. Multiple phone numbers or email addresses may be registered. Use a direct destination that can receive the alert, not a switchboard.

- Enter the phone number, email address, text destination, TTY contact, or app setting.
- For phone delivery, create a four-digit PIN.
- When called, listen to the message and enter the PIN to acknowledge it.

If a call goes unanswered, VINE may leave a message and retry for at least 24 hours or until the PIN is entered. A forgotten PIN can be handled by calling the Maryland line and pressing 0 for a 24-hour operator. The toll-free number is 1-866-634-8463, and the TTY line is 1-866-847-1298.
Note: Keep the PIN private and maintain current contact details so an alert is not delayed or acknowledged by someone else.
Confirm Washington County VINE Releases
Maryland warns that VINE is an added resource, not the only safety or confirmation source. An older detailed DPSCS description says local booking and court updates are transmitted daily. That creates a possible delay between an agency event and a VINE display. WCSO does not publish a roster refresh interval.
For WCDC, compare VINE with the live sheriff card, Maryland Case Search, and a focused WCSO release-record request. Ask for the executed date and time, disposition, authority, and transfer destination where releasable. For MCI-H, MCTC, or RCI, use DPSCS or the releasing institution, the sentencing case, and MPC or DPP when supervision applies.
The DPSCS public locator is only a current state-prison search. It removes people no longer in custody for release or escape, so it does not preserve an enduring discharged profile. Washington County VINE Notification Layer
Washington County has a notably direct local route into Maryland VINE. The live sheriff cards pair current inmate details with a status-change link, letting a user move from a present WCDC match to a selected alert. This is more precise than searching a generic notification page without first identifying the county record.
The local layer still shares statewide limits. Maryland VINE spans more than jail custody, so the label on an event matters. A court-case notice, protective-order notice, parole event, and detention release notice are not interchangeable. State material also says VINE does not notify Division of Correction victims of every institution-to-institution transfer. A move among Maryland prisons may therefore require confirmation with DPSCS even if no expected VINE notice arrives.
Registry searches are separate. The state and county sex-offender registries cover only people with a current legal duty to register. They are not general released-inmate lists and cannot establish the date or reason a WCDC booking ended.
Phone access also keeps the service available when the web interface is unavailable. The Maryland VINE line can search and manage notices, while the TTY number supports users who need that channel. An operator can help with a forgotten PIN, but cannot replace the reporting jail, prison, court, or supervision agency as the source of the underlying event. Keep the selected person’s details close at hand and note which agency sent the notice. That record makes later confirmation more precise.
Washington County VINE Status Terms
Use custody terms narrowly. A short label can otherwise imply far more than the source proves. These distinctions are especially important in Washington County, where the county jail and three adult state prisons use different record custodians.

Record the precise phrase and reporting agency. “Released from WCDC,” “transferred to DPSCS,” and “under parole supervision” communicate different, supportable facts.
A discharge is another distinct term. It may describe the end of a sentence or supervision, while release can mark only the end of one physical custody. Probation comes from a court order and may begin without a state-prison stay. Parole follows a release decision and continues under set conditions. None of those labels should be inferred merely because a person no longer appears in a current locator.
For Washington County state-prison cases, a transfer out of MCI-H, MCTC, or RCI can lead to another Maryland institution. VINE may provide a change event, yet the DPSCS movement record identifies whether the person transferred, entered community supervision, or reached sentence expiration. For a county case, WCSO and the court hold the corresponding proof.
Match Washington County VINE Sources
The agency named on the VINE event determines where confirmation belongs. For a recent WCDC booking, check the WCSO live card, the Washington County court docket, and the sheriff’s executed movement record. The sheriff record can distinguish bond, court-ordered release, time served, local sentence expiration, transfer, or another terminal event. VINE can mark the change, but it does not turn every event into a complete release record.
A Maryland state-prison match follows another route. MCI-H, MCTC, and RCI are DPSCS institutions, not county jails. A person leaving one can move to another state facility, enter parole or mandatory release, reach sentence expiration, or leave under court action. The public DPSCS locator helps identify a currently housed covered prisoner. It removes people no longer held for release or escape and offers no persistent discharged profile, so a no-result cannot settle the outcome.
For a former state prisoner, seek the releasable movement record from DPSCS or the releasing institution. Review the sentencing docket and any VINE event. If the person is under community supervision, the Maryland Parole Commission is the parole decision maker and the Division of Parole and Probation supervises parole, probation, and mandatory release. There is no public statewide person-by-person DPP lookup. Protected supervision details should not be expected from a general call.
Federal and immigration cases require separate tools because VINELink is not the federal historical locator. BOP results may preserve a Release Date with “Released” or “Not in BOP Custody,” but that proves only exit from BOP. USMS has no general released-person search. ICE’s online locator is aimed at current detention, so no result is not a release certificate. Use the relevant federal docket, custodian, or records process for confirmation.
Washington County’s mix of one county detention center and three adult state prisons makes source labeling essential. A notice that says WCDC custody ended cannot establish discharge from a Hagerstown state prison. Likewise, a state VINE event cannot supply the exact county booking disposition. Keep the agency, event wording, and observation time together. That small record of the check makes a later call or records request far more precise.
