Where MCTC Releases Go
Maryland Correctional Training Center includes medium, minimum, and prerelease classifications. Those labels describe custody level and programming within DPSCS. They do not, by themselves, establish that a person entered the community. Someone may leave MCTC because of transfer to another Maryland institution, movement to another correctional setting, parole, conditional or mandatory release after credits, sentence expiration, a court order, or an exceptional release process. The event recorded by DPSCS determines which statement is accurate.
A transfer means MCTC stopped holding the person while state custody continued. Parole means conditional community release through the Maryland parole process. Conditional release under the sentence-credit framework also carries legal conditions and may lead to DPP supervision. Final sentence expiration is different again. The movement record should identify the date and type, and may identify a destination where that field can lawfully be disclosed. State VINE data, the sentencing docket, and MPC or DPP information can then corroborate the next status.
Confirm an MCTC Release
The correct public starting point is the DPSCS Incarcerated Individual Locator, not the Washington County Sheriff’s inmate list. The state locator accepts first and last name and returns covered people who are currently held in Maryland correctional custody. DPSCS expressly removes people who are no longer in custody for any reason, including release or escape. It does not maintain an enduring released profile, historical release date, community-supervision field, or public tentative date.
Use the following steps to turn a current-system check into a supported MCTC release finding:
- Search the DPSCS locator with reasonable name forms and record the date and institution displayed.
- If MCTC is no longer shown, search Maryland VINELink and match both the identity and reporting source.
- Review the sentencing case for sentence modifications, court release orders, and other relevant docket events.
- Ask MCTC or DPSCS for existing executed movement or release fields, including date, type, and destination if releasable.
- Use MPC and DPP when the record indicates parole, mandatory release, or other community supervision.
VINE can report custody changes from a contributing agency, though Maryland says it should not stand alone. A court order must also be connected to proof that the agency carried it out. If the person simply moved to Maryland Correctional Institution-Hagerstown, Roxbury Correctional Institution, or another DPSCS location, the finding should say “transferred,” not “released.”
Note: A DPSCS no-result supports only that the person was not found in that public current-custody tool on the date checked.
MCTC Release Records Contact
Contact MCTC for institution-specific routing and use the DPSCS public-record channel for a state records request. Identify the person with full name and a state SID or other known identifier. Tie the request to MCTC and a useful date range. Ask for an existing executed movement or release entry, the date and type of the event, and the destination if it is releasable. Broad demands for a complete correctional file are more likely to include confidential or exempt case-record material.

The DPSCS Public Information Act page provides the state request route. DPSCS asks requesters to provide a maximum fee authorization or seek an estimate. The agency states that the first two search and preparation hours are free, with reasonable charges possible after that. Correctional Services §3-602 protects DOC case-record contents except through defined access routes. A former prisoner seeking a personal base or medical file may contact the releasing institution or the Case Management Office for Operations at 410-585-3300.
MCTC Prerelease Is Not Discharge
The word “prerelease” can cause the most confusion on this facility page. At MCTC, it describes a classification or program context within the state correctional system. It does not supply a public release date and does not confirm that a named person has left DPSCS custody. Preparation, eligibility, a hearing date, and an executed release are separate stages. The record should show the stage actually reached.

Maryland’s public locator does not show a projected date. Sentence credits, court orders, loss of credits, detainers, and parole action can affect an internal date before the event occurs. Any date obtained elsewhere should be labeled as projected, eligible, maximum, ordered, or executed according to its source.
An MCTC record can also show physical community placement without final discharge. Community access, lower security, or a prerelease assignment may be part of a correctional plan while the sentence continues. The safe wording names the actual status and avoids treating physical location as the sole test. If DPSCS identifies a community placement, ask which agency retains authority, whether DPP has a supervision role, and which later record will show sentence expiration or discharge. That approach preserves the difference between being outside a secure building and being free of correctional control.
MCTC Release Facility History
MCTC opened in 1966 according to the official DPSCS facility description. Its mix of medium, minimum, and prerelease levels makes it distinct from nearby Maryland Correctional Institution-Hagerstown and Roxbury Correctional Institution, which are described as medium-security institutions. All three are Maryland state prisons. None is part of the Washington County Sheriff’s live inmate system.

The captured DPSCS page establishes which institution is being discussed. It does not replace a person-specific movement or release record.
Washington County’s unusual cluster of one adult county jail and three adult state institutions makes source labeling essential. A person removed from the WCSO jail roster was not thereby released from MCTC. Likewise, an MCTC departure cannot be confirmed through the county’s current inmate cards. The operator named in the record tells the reader which system to search next.
MCTC’s 1966 opening also separates its history from the other Hagerstown facilities. MCI-H opened in 1932, RCI in 1983, and the present county detention center in 1984. Those dates should not be used to infer capacity, release volume, or current programming. They establish distinct facilities with distinct records. A request should always name MCTC in full, include its Roxbury Road address when helpful, and avoid a broad request for records from every prison in the Hagerstown complex.
MCTC Discharge and Supervision
A complete MCTC release check may extend beyond the gate. The Maryland Parole Commission decides parole suitability case by case. The Division of Parole and Probation administers parole, probation, and related community supervision. Maryland does not provide a public person-by-person statewide supervision lookup, so a court docket, public portion of an MPC action, and the DPP verification route may each contribute to a lawful status check.

The DPP Hagerstown Field Office/DDMP at 100 West Franklin Street lists 240-420-5140 and 240-420-5150. Agency staff can explain the proper verification process but may withhold protected supervision details. Parole hearing material has its own limits. MPC publishes a current-year open-hearing master list, but an entry is not an executed release order. Public meeting minutes are not a decisions database. Eligibility, a scheduled hearing, a hearing examiner’s recommendation, final Commission action, and release from the institution can occur at different times. The state movement entry remains necessary to show that the MCTC release actually took place.
MCTC Release and ICE Status
If a DPSCS record shows transfer to federal or immigration custody, the MCTC placement ended without community release. A detainer may cause another agency to take custody at the end of the state confinement. ICE’s Online Detainee Locator is limited to current ICE custody and is not a historical discharge search. No result may reflect exact-match errors, processing lag, transfer, removal, release, or a person outside the locator’s coverage. The MCTC movement record remains the starting proof of where state custody ended.
The proposed Hagerstown-area ICE processing site is not operational under the dated research. Washington County’s March 18, 2026 statement described a proposed short-stay intake operation, with three-to-seven-day stays before out-of-state transfer. On April 15, 2026, the Maryland Attorney General reported a preliminary injunction that halted construction and operation. Publication requires a fresh official status check. The proposal is part of local facility history and must not be presented as a current destination for an MCTC release.
