Where RCI Releases Go
Roxbury Correctional Institution is a Level II medium-security institution operated by the Maryland Department of Public Safety and Correctional Services. A person who leaves RCI may transfer to another Maryland institution and remain fully in state custody. Other possible recorded events include parole, conditional or mandatory release under the sentence-credit structure, final expiration, court-directed release, or an exceptional medical parole. Each outcome carries a different legal and practical meaning.
The most useful source is the executed state movement or release entry. It can show when the RCI placement ended, how DPSCS classified the movement, and where the person went if that destination is releasable. A VINE event may corroborate the custody change. The sentencing case can explain a court order, while MPC and DPP records can address parole and supervision. A bare name disappearance cannot distinguish any of these paths, so the conclusion must remain tied to the specific custody source.
Confirm an RCI Release
Search the DPSCS Incarcerated Individual Locator by first and last name. A covered match can identify a person who is currently housed and show the present institution. The official limitation matters more for a released-person search: DPSCS says people no longer in custody for any reason, including release or escape, do not appear. The tool has no lasting discharged profile, historical release date, community-supervision field, or public projected release date.
A careful RCI lookup proceeds through several checks:
- Search DPSCS with reasonable name forms and note the result, institution, and observation date.
- Search Maryland VINE by name or identification number and match the agency reporting the event.
- Review the Maryland sentencing case for orders, modifications, sentence information, or a later related case.
- Request the executed RCI or DPSCS movement fields, including date, type, and destination when releasable.
- Use MPC for the public portion of a parole action and DPP for the lawful supervision-verification route.
Maryland VINE can report a release, escape, transfer, or another event received from a participating source. State guidance warns against relying on VINE alone, and older DPSCS material describes daily local data transmission that can create lag. A case docket also needs care. A scheduled parole hearing is not a grant, a recommendation is not always final action, and eligibility is not an executed release.

RCI Release Records Contact
The institution can route a request tied to RCI, while DPSCS provides the statewide Maryland Public Information Act process. Include the person’s full name, known state SID or other identifier, RCI as the institution, and an approximate time range. Ask for the existing executed movement or release date, the event type, and the next destination if that field is releasable. This wording seeks a defined record rather than a new explanation or a calculation.

Submit a state request through the DPSCS Public Information Act page. DPSCS asks for a fee limit or an estimate request, states that the first two search and preparation hours are free, and may charge reasonable costs after that. Correctional Services §3-602 makes DOC case-record contents confidential except through specified access routes and safeguards. A narrow terminal-event request is easier to assess than a demand for the whole correctional file. A former prisoner seeking a personal base or medical record may use the releasing institution or the Case Management Office for Operations.
Read RCI Release Records
RCI records should be read by event type. “Transferred” shows that Roxbury stopped holding the person, but another custodial placement followed. “Parole” points to a conditional release decision and likely supervision. “Conditional release” reflects the applicable sentence and diminution-credit framework. “Expiration” or “discharge” should be interpreted using the exact agency wording and sentence record. A detainer may cause another agency to take custody even when the state term ends.

No public DPSCS result should be treated as a complete historical discharge record. When the exact event matters, the state movement entry is the anchor. The Washington County released inmates home page compares county, state, and federal custody paths without blending their records.
Identity must also be fixed to the right admission. Common names can collide, and the same person may have more than one sentence or institutional movement. Include the SID when known and compare the sentencing court, institution, and date range. If VINE and a court docket appear to conflict, note when each source was observed and ask DPSCS for the terminal entry. A later booking or separate detainer can make both records accurate within their own scope.
RCI Release Facility History
Roxbury Correctional Institution opened in 1983 according to its official DPSCS page. It is a Level II medium-security state prison. Its role is separate from Washington County Detention Center, the local jail that opened in its present form the following year. The nearby MCI-H and MCTC prisons are also state-operated, but they have their own admission and movement histories.

The 2025 Washington County mapping report gives capacity and population figures for the county jail, not RCI release totals. No annual RCI release count appears in the research. Those local jail numbers must not be reused for a state prison. The useful local fact is the concentration of four adult facilities under two operators, which makes exact facility naming critical.
RCI’s 1983 opening places it between the older MCI-H and the present county detention center in local facility history. The date does not reveal the current population, release volume, or a person’s status. It does help distinguish the institution in an older court or correctional record. Requests should use the full Roxbury Correctional Institution name, the known state identifier, and an event range rather than the loose term “Hagerstown jail,” which could send the inquiry to the wrong operator.
RCI Release Supervision Records
After an RCI community release, the Maryland Parole Commission and Division of Parole and Probation may become relevant. MPC decides parole suitability. DPP administers community supervision. Maryland does not publish a statewide person-by-person parole or probation search. The public part of an MPC action, a sentencing docket, a release record, and lawful contact with DPP may be needed to verify whether supervision exists.

MPC’s open-hearing master list is useful only within its stated scope and current year. A listed proceeding is not proof of parole approval, and an approval does not by itself show the day RCI completed the physical release. When public hearing material exists, request the public Commission action, then compare it with the executed DPSCS release entry. DPP becomes relevant after release if the order places the person under community supervision.
RCI Release and ICE Status
An immigration detainer can lead to a federal custody change after RCI, so exit from DPSCS may not mean entry into the community. ICE’s Online Detainee Locator searches current ICE custody by A-number and country of birth or by exact biographical fields. It does not maintain a public historical release database. A no-result can reflect transfer, lag, removal, release, exact-match problems, or an uncovered status. The executed RCI movement and the responsible federal source must be compared.
The proposed Hagerstown-area ICE processing site remains non-operational on the dated research record. Washington County described the plan on March 18, 2026 as short-term processing followed by out-of-state transfer, with anticipated stays of three to seven days. On April 15, 2026, the Maryland Attorney General reported a preliminary injunction halting construction and operation. Its legal and operational posture must be rechecked before publication. It is not an RCI release-search facility and should not be named as a destination without an actual record.
